Parking Regulations
Anyone parking a vehicle on campus must follow the regulations.
Commuter Services manages the parking resources in a manner that supports the campus activities and enhances community life. Commuter Services is a self-funded auxiliary department of the University of Utah. No tax revenue, general funds, student fees, or tuition money is received or used to support Commuter Services operation.
Parking rules exist to ensure an orderly campus environment and a fair allocation, and use of, available parking space. Parking at the University of Utah is authorized by Utah Code, Title 53B, Chapter 3, Sections 103 and 107; and is outlined in the Utah Administrative Code in current rules under Regents (Board of). Under the authority delegated to Commuter Services, no individual or department other than Commuter Services may grant parking privileges on campus. The University is not responsible for the care and protection of or damage to any vehicle or its contents when operated or parked on University property.
While we highly encourage everyone commuting to campus to choose a sustainable mode of transportation, driving may be the only viable option. If you have to drive to campus, familiarize yourself with the following rules, policies, and regulations before parking.
- All persons who park in University of Utah parking lots, are required to have a valid University parking permit or pay hourly for parking during enforcement hours.
- Parking is enforced every day of the year except for University-recognized state Holidays.
- Parking is considered any stopped and unattended vehicle, or any vehicle attended by a driver who refuses to move the vehicle after a request from an authorized University official.
- Permit and hourly parking payments are required 7:00am - 8:00pm Monday-Friday unless otherwise posted. All other parking rules and regulations are enforced 24 hours.
- Permits and hourly parking payments are virtual and issued electronically. A motorist’s license plate functions as the parking permit. The driver is responsible for making sure the license plate number is entered correctly, is kept up to date, is mounted to the bumper and is visible from the drive lane. Placement of the license plate in the windshield (or window) does not meet requirements.
- Parking is never allowed in fire lanes, bus lanes, undesignated area (curbs, grass, etc.), red curbs, crosshatch areas, fire lanes, or as noted by signage and is enforced 24/7.
- Parking on sidewalks is prohibited. If delivery or work vehicles need access to a building that is landlocked a sidewalk permit is required.
- Parking spaces are available on a first-come, first-served basis, unless otherwise reserved. Lack of space is not considered valid justification for violation of University parking regulations.
- All vehicles must be parked and fit within a designated parking space, and may not cross or park on the painted lines or extend past the painted limits of a parking space.
- Parking of motor homes, recreational vehicles, trailers and boats are not allowed anywhere on campus.
- A vehicle that does not display ANY legitimate license plates (temporary or permanent) is subject to immediate booting/towing.
- Times and guidelines are posted individually at the entrance to each lot on campus. These parking options are subject to change during certain major events, e.g. Commencement, home football games, etc.
- In the absence of a sign at the entrance to a lot, refer to the parking map to determine parking regulations for that lot. Any modifications to a lot during the year will be posted on signs at the entrance to the lot and the change will be effective immediately.
- When a parking sign conflicts with the parking map or information on this website, the sign will always supersede.
- Commuter Services may change the designated use of lots or roadways at any time, and may charge additional fees for the use of University parking lots during events.
- All communication, whether in person, over the phone, or electronically (emails, appeals, documents), with Commuter Services officials must be appropriate. Threatening, endangering, or damaging the health or safety of any Commuter Services employee could result in a referral to the Office of the Dean of Students and/or a report to University of Utah Police Department.
- You may receive a handwritten (paper) parking notice (usually issued by the University of Utah Police Department). Handwritten notices may not be available for payment or appeal for up to 48 hours after being issued.
- Any vehicle parked in violation will be subject to an immediate ticket and an additional ticket at the beginning of each new day.
- Abandoned vehicles may be towed and impounded in accordance with the State Abandonment Law (Utah state law 41-6a-1408). Vehicles (trailers, & motorcycles) may be considered abandoned if they are not currently licensed and/or operational at all times or if they are parked in excess of 48 hours without express of implied consent of Commuter Services.
- Unpaid tickets may result in various actions depending on affiliation. Students may have a hold placed on their academic record preventing them from registering for classes and will be referred to the Dean of Students. Faculty and staff may have unpaid tickets taken from their paychecks. Those unaffiliated with the University may be sent to a 3rd party collection agency.
- Permit and hourly parking payments are required 7:00am - 8:00pm Monday-Friday unless otherwise posted. All other parking rules and regulations are enforced 24 hours.
- Parking permits and payments are virtual and issued electronically. A motorist’s license plate functions as the parking permit. The driver is responsible for making sure the plate number is entered correctly, is kept up to date, and is mounted and visible from the drive lane. Placement of the license plate in the windshield (or window) does not meet requirements.
- Parking permit eligibility is determined by the affiliation(s) an individual has with the University of Utah, as provide by the University’s Campus Information System.
- Vehicles must be parked in areas/spaces that correspond with their permit. Refer to the parking map and or posted signage to determine the parking permit required for each lot.
- The purchase of parking does not guarantee a space to park in a desired location, but grants the privilege of parking in a specified area when space is available. Lack of space is not considered valid justification for violation of University parking regulations.
- Permit owners are responsible for updating their vehicle information if they get a different vehicle, different license plate number or temporarily drive a different vehicle to campus.
- Permit holders are responsible for tickets that are issued to any vehicle registered to their permit regardless of who is operating the vehicle.
- If there is no permit linked to the vehicle the registered owner or primary driver of the vehicle will be responsible for any tickets issued to the vehicle.
- It is the responsibility of the registered owner to notify Commuter Services immediately if the vehicle is stolen or if it is sold to another party.
- Vehicle owners and parking permit owners are responsible for the proper operation and parking of the vehicles registered to them, regardless of who operates the vehicle, and are responsible for any fines or actions taken due to violations of parking policies and regulations.
- The fee to park must be paid in advance. Payment and Parking permits are not retroactive when purchased after the parking ticket has been issued.
- A permit may be assigned to multiple vehicles, but only one vehicle may be parked on campus at any given time.
